There are 38 independent cities in Virginia, but some of them are too small or large to be useful here, so these charts include the 21 cities with populations from 15-100k. The mean population is 41,864.
The first image is the data used to generate the subsequent charts and the cities are organized by population. The data is from each city’s budget except where cited at the end, and FY2023 is the most recent complete data set since FY2024 is still going on. Cville is highlighted in red and the green line in some of the graphs is the average.
